The Comparison of National Security AI and Nuclear Weapons
The problem of hostile cyber operations is analogous in important ways to national security AI. Both have a very broad range of users, with different levels of sophistication. Many fewer states have access to these tools than they do nuclear weapons. It is also difficult to verify whether states do or don't have certain types of hostile cyber operation tools in their arsenal. And the fourth bucket is the verification challenges.
