Is a Culpable State the Worst State to Intervene?

There's a number of things thatthat ol have come from your five principles. There are there some situations where a culpable state should be should not intervene in those scenarios or seek to provide human protection. I've seen one response to that critique, which i think is a useful response,. Perhaps instead, that state might a finance such an effort, rather than go in itself. And perhaps then it should shift its attention and resources to other places where it can be more effective and more of more use.
