Homer lee created a facade for his training camps, registering them as the western military academy. He tried to cloak these training camps into something a little more innocuous but this was one of those open secrets. The government came along and started an investigation led by the secret service. Homer didn't give up without a fight. And what ultimately happened was homer got cono away to break the impass and declare homer the one in charge who had his blessing.
