In some ways there was a revolution in Rome between the so-called free republic that we associate with Cicero, and what you have is an autocratic one man rule of the emperor. We have to be a bit careful about how revolutionary it was, when I think 98% of the population probably didn't notice much difference. But there were really important changes for those people at the top in the location of power and what political debate became to be about. When you're looking for Roman power in under the emperors, you don't look any longer to the forum, you look to the palace.
