I think Ted's motivations for doing it had to do with his fears of the United States having the bomb all to itself. And you know, historians can argue over that, but it was not an irrational or naive fear on his part. So it's not right to say that Ted gave them the bomb. They were going to get it. But I would say it did stymie what could have been Soviet expansion.
