The Federalist Papers were written in great haste and without any special allotment of the different parts of the subject to the several writers. They published four essays a week. Madison points out that because of the speed problem, getting it done quickly wasn't an easy task. So these guys are literally writing to deadline. And I think it's important to understand that had New York turned it down the Constitution would have died.
