The lithium is rarer with minerals in general. And you could imagine that Ukraine would have perhaps lower environmental concerns, so you could actually get it out of the ground. If I had to guess without doing any geoengineering whatsoever, there's probably more of it in Crimea and Don Bass than anywhere else. Imagine if Russia controlled not only all that gas and oil, but also the lithium. That'd be a pretty big problem.
