The History of Redevelopment Agencies

Redevelopment agencies were California's tax increment system. Cities could finance infrastructure by declaring blight and creating a redevelopment zone. By the time Jerry Brown became governor, 12% of the property taxes in the entire state were going to redevelopment agencies. He eliminated redevelopment basically as a budget balancing measure for the state.
