Underwater panthers were religious icons, but they were also very dangerous. Europeans sort of got the idea that that meant they were evil because they lived in the underworld and may have been demonic. They were dangerous, but in the same way that anything powerful like an electrical outlet is dangerous if you put your fingers in it. So yes, they had to be dealt with very carefully, but they Were sources of spiritual power.
