The sound is actually of the pumps moving clean treated water up to the water towers in Richmond, Minnesota. Minneapolis doesn't use water towers but many cities across the country do. The reason the towers are up so high is because the height builds pressure and so if there was a power outage and you had no power in your house your water should still run.
