The Spirit of God Is Over the Waters
In the ancient world, chaos and death were represented in the waters. When we see jesus walking on the waters, what do the disciples assume s ago? He's a ghost. Because this is one of those places where earth meets the underworld. And so chaos and fear would be over the water.
