In 1860, the emperor issued a decree that said there are undoubtedly lying and deceitful spirits as well as truthful ones. In 1867, he was arrested by a man named Armand Barbier for involuntary treatment of a mental disorder. He suggested that spiritualist preachers be kept in confinement to allow their minds to cool down and become sensible. The citizens of San Francisco were outraged that their beloved emperor had been taken into custody.
