The Controlling Structure of the British Cabinet
Every Prime Minister has a small cabinet subcommittee of maybe four or five people. Winston Churchill hadn't told his own cabinet that Britain was developing a hydrogen bomb in 1951. The full cabinet wasn't aware of the decisions that were being made until they had to be told at the rush.
