In the new testament, when paul is talking about works, i think it's fairly clear that he primarily means we're not saved by works of the wish law. What paul is insisting is that faith, in a rather broad sense, in christ, saves, not the jewish law in its specificity. And even for the jews, the keeping of the law itself does not save. That's his central point. There are places in paul where it looks like he isn't just talking about works of the law,. He seems to be talking about soto all moral behaviour totally. I don't deny that there's a tendency for paul to talk in a much broader sense
