It makes it easier for congress to issue edicts for companies that are above a certain thresholds for greenhouse gas omissions in their production. It also might help promulgate future rules that the securities and exchange commission could put out pursuant to some legislative mandate. But even if you don't go to the dark senario, or to that particular dark scenario, it is an extraordinarily expensive undertaking for companies to do this nd to the end of basically putting out data that may not be worth anything.
