Germany was very much a country in play when the war started. What was worrying about Germany was the power of the military. Jackie Fischer was sometimes, well, eccentric as a polite way of saying, sometimes crazy. The German military went under civilian control. They made their plans to fight a two-front war,. didn't inform the civilian government until 1912 and the civilians simply acquiesced. It actually does matter to nations whether they have a sense of respect. And I think the British felt they were standing true to their principles in 1914. We can disagree, but let's not condescend to them.
