Some scholars believe that the Roman church would have gathered at the house of Priscilla and Aquila who were obviously fairly well off. So a likely reconstruction is that the church in Rome was a network of various house churches. Phoebe wouldn't have traveled during the winter time because people don't travel much during the winter.
