In the European Union, states are told to copy Germany. But if you're already at a disadvantage, you're not going to get into a better position very quickly or very easily by following the competitive incentives. Getting everybody out of poverty is at most a positive externality for liberal capitalism. The goal is shareholder returns for ExxonMobil in Nigeria.
