The first gay federal employee to actually challenge his firing was a man named Frank Kamini, who was a Harvard trained PhD astronomer. James Webb was the administrator of NASA in the 1960s during its heyday. He earlier had been a high ranking State Department official and the Truman administration when the purge of gays began. There's no evidence that Webb was directly involved in firing gay employees.
