In new york city, there is a programme that tially offers incentives to developers who take a certain fraction of the units in newly built buildings and rent them out at below market rates. Each building essentially conducts a lottery. So it takes all the applicants it received, it puts them into a random order, and then, starting at the top of the list, essentially goes down and verifies that they are indeed eligible for these units. And if they are, they will then allocated one of the remaining units until none remain.
