Can Congress Punt to the Presidency?
There is a notion that an executive can move more quickly and decisively than a legislature. If you're looking at the constitution, congress is supposed to be supreme. And then there's this kind of practical issue here where members of congress don't actually want to make hard calls. Why wouldt they? Because think about it, legislating involves compromise. Even even if you have a democratic controlled senate, we see now, it's still going to involve compromise.
