The free rider problem is simply the sorieties paradox applied to human action or human decision making and human action. You don't even have to have collaborative action to see the puzzle, to stick with the heap example. It's always going to be the case that at least on the face of it a rational shepherd will choose not to lug a stone in any particular instance he'll end up without the can.
