Biden's Promise Could Mean Everything

There are a lot of skeptics including me that Biden can deliver on what he said. I think the lawyers will say the statute does not give the Treasury Department enough leeway to you know invent waivers out of thin air which is what they would have to do. So it looks like at this point Biden's promise could mean everything because he's the president after all and when the president wants something somebody usually figures out a way to do it or if the lawyers are right it could be nothing.
