Nuclear doctrine emerged out of the cold war rightin and pretty much all of our thinking about nuclear weapons is inflected by that experience. I think people live sometimes in a little fantasy land about this, because it's better to live in a fantasy land than the actuala nightmarish hell scape in which we do exist. There is a sense, i get from some people, where they think of nuclear war as this kind of weird unreality. But we spend tens of billions of dollars every year, and so do the russians to credibly be able to conduct a nuclear war in a few minutes.
