By the mid to late 18th century, the most popular penny dreadfuls were actually selling 30,000 copies a week. But this wasn't to an adult audience though. They started to drift away and the focus turned to children instead. This made commercial sense because 45% of the population of Britain was under 20 in 1861. Ironically, some of the children who read penny dreadfuls would likely worked in the printing presses that made them.
