I mean, this is an argument for colonialism, if there ever was one coming from a man who worked for East India Company. How has... Yeah, well, I mean, we know he was a colonial. But yeah, Mill was a kind of cultural relativist. He wouldn't necessarily think that the best sets of rules that's best in one time and place is best in every other.
