The Chinese habit for smoking opium was a knock on effect of their attempt to get rid of tobacco before that. America lobbies for an international conference on opium in Shanghai sends a three man opium commission. One of the delegates is Anton Wright, who led an anti opium crusade in the Philippines. He becomes a fanatical agitator for a national narcotics law, deliberately using racism to build support.
