The supreme court theoretically invalidated a strict quotas for set asides in the late 19 eighties an 19 nineties. But whalt happened is they had a loophole that said if you can prove bya a legitimate study that there is historical discrimination against certain minorities in your city, town or state then you're allowed to still do it.
