No one appears to be stopping the scams. There have been rescue missions where police and high military have persuaded the cambodians to let them come over and get their own people out of a compound. The actional authorities really just can't do anything without the help and complicity of their er, of their colleagues in the countries where the entities are based. And they're not willing to go against powerful people in their own country. So there are definitely people who are like, who are complicit.
