Is There a Heuristic for Incident Management?

The first heuristic was the probability of an incident is most likely related to a change, right? Like that is pure as gold. And so it's always fascinating to me that this community so very much pushes that can change management. I'm constantly challenging myself to understand why the devops community thinks the way it does. But we'll get there if you want to.
