Casséa Natano, Tuvalu's Prime Minister, addressed key international policy makers at the United Nations General Assembly. He spelled out the seriousness of the situation: We raise our children to respect the ocean. Now through no fault of our own, we will soon have to abandon the oceans. Some of its inhabitants have already departed for new lives in Australia and New Zealand. If the island is submerged, Simon Koffe says the government would still need to exist so it can manage fishing water rights.
