Wells Made a Big Mistake in Incentives

Wells made some big mistakes in what they incentivize. They set up fake accounts that could not possibly have been profitable to Wells. So you're going to incentivize some crazy things. The problem, as I'm sure, is that when you find a problem, you have to do something about it.
