CNN's John Sutter talks to Senator Jack O'Donnell about the history of organized crime in Chicago. He says it was a part of every single immigrant group that came here, somewhere around post 1800s. This is also why immigrants are often very much welcome in these cities, because they need cheap labor and there's always going to be loss of this which helps keep wages down. And as a result of that, well, you need something for the rest of these groups to do - like organized crime.
