Is It a Question of Scale?

Is it a question of geographic concentration? Or is this more a question of scale? Is it just difficult to maintain a diginal public sphere for hundreds of millions of people? I would say both. Even with the best of intentions, am, i'm not sure that it's ever going to be possible to get this right. But these companies don't have the intentions. And in face books case, they haven't really tried m their idea of diversity.
