Why Do We Need to Do 60 Rocket Launches a Year?

Nassau was supposed to have 60 shuttle launches a year. Why? Because space travel isn't the spectacular new thing any more, it has to become something like a bus. And so there's just the feeling that nassau has to just become part of the private sector. Some in a way, that's very strange.
