The Role of State Failure in the Formation of States

The Palestinian Authority has repeatedly failed to protect people in Janin, right, and in lots of other places, too. People are trying to protect their own communities when there's been a complete failure by the people who are supposed to protect them. The international community is kind of a pointless phrase.
