Havilange helped create this ubiquitous sports marketing model where there's corporate sponsorship and millions of dollars are shelled out to put logos all over the signs. Havilange was really tight with other military dictators in South America, particularly Argentina's. He used to literally buy thousands of dollars worth of gold and zer when he was in FIFA. And he would always be waved through customs because he traveled on a diplomatic passport.
