A Western cynical view is that China has a goal to do something about carbon emissions and the environment, but in practice, they ignore it all. So is that a caricature of Chinese policy? It's just wrong. I mean, the Chinese have a climate policy and they're implementing it. They've done an enormous amount to reduce urban air pollution, much of which also has huge climate benefits. But even if you're using coal-fired power, people are using battery run vehicles. The world leaders in electrifying their transportation system, which is a prerequisite to decarbonizing.
