If you say I am not going to hurt you, there is probably some kind of implication that they are expecting you to hurt them. You want it to be an intention that you have, which is different from a plan. So for most refusals, we would say I will not help you or I will not do your homework for you. That is the most natural way to say it. However, if you said I'm not going to help you, I am notGoingToHurtYou sounds more like a plan,. again something that you have planned previously.
