Putting Mentally Deficient Men Into the Military
Most of the men who would be drafted as a result of project 100 thousandt came from economically unstable homes with non traditional family structures. Many had already been ejected by draft boards for not meeting minimum physical and mental requirements to qualify for service. Over 80 % were high school drop outs. Forty percent read below a sixth grade level, and 15% read below a fourth grade level.
