Are Birds of Prey the Same as Raptors?

Birds of prey are treated as synonymous with rapturs. This commentary argues no. It recommends defining rapters as species within orders of birds that evolved from raptorial land birds. If there's like, one bird that's an exception, and the way that rik is an exception, ye, then you can't call them all raptors. Don'tm this is the way of it with science things, isn't it?
