The AKP's Plan to Attack a Power Plant in Turkey?

The main airstrike that resulted in civilian casualties in the first night hit a power plant. And then several hours later, it was hit again while there were still civilians assembled there. So this killed, I believe it was 11, maybe plus minus one or two plus minus one majority of them were civilians. There was also a Hoare news reporter who was one of the individuals killed didn't strike as well.
