I don't think you'd want to bring a hot water bottle into a sauna and I also think you need the direct heat like even if you had a private sauna and you went in bottomless. It's so condensed in that period in that space which is way more than if you were just going to put some in your hand and just rub it on top and hope that it works. You can give it a go and try it but from all of the blogs and everything that I have ever read on castor oil packs I have never seen somebody say this and say that it works so that tells me that there's a reason that we have to do it this certain way.
