The idea was that deposits would grow forever. But once finally, the banks got so selfish,. so greedy that even though anybody could make 4% by lending to the Treasury, the deposits thought, well, they're willing to leave their money here at 0.2%. And let us make all the money by paying them 0.2 and ending up earning 4% ourselves. The public really doesn't have enough sophistication to know that it has a choice. Once people begin to realize they had a choice, the whole system fell apart.
