Is Strategic HR Still a Force Inside in Brazil?

I'm curious about what's happening in Brazil. In the States, we've been talking about quote, strategic and helping HR to pivot. Is that word strategic HR still a force inside in Brazil? Or where do you see that? Well, I would say it's growing more in large companies. The immediate, medium to small companies still are very much administrative kind of HR.
