Is California a Television First Television Centric Race?

In some states, especially these days, especially a primary, it might be overkill to say that a race is primarily a television race. Television is very efficient in a statewide race because everyone you're reaching could vote for you. But digital has an increasing part of candidate budgets because it's so targetable. People are swiping right by those digital ads as well. Mail is still a very reliable way to get into the hands of the voters.
