Is the U.S. Really Less Corrupt Than China — and How About Russia? (Ep. 481 Update)

Freakonomics Radio

CHAPTER

How Much Does a Low Level Bureaucrat Really Get?

The way bureaucrats are paid in china is similar to developing countries elsewhere. The officials salary is actually very low, and, in many instances, below subsistence. In one county that i visited, the entry pay was less than 80 us Dollars a month. Economy is calld at capitulation wages, which means that you pay so little salary that the implicit expectation is that you make up for using bribes or extortion, or by stealing. Exactly if these low level bureaucrats are not paid enough to survive, you cannot feasibly stop them from trying to steal a extract. And that kind of corruption does not benefit them at all. It hurts their goals. It hurt their career.
