The US and Canada's Safe Third Country Agreement

The US and Canada have excluded that ability to go in between the ports of entry. So what they're saying now is, wherever you land, whether it's Canada or America, you have to apply for asylum there. A sort of practical question is why didn't they just close that on official crossing themselves? They did not want to get into a situation where they passed a new law diminishing asylum.
