The founders were not happy with the british parliamentary system, and they didn't see it working very much else. They wanted freedom and liberty using democratic auspices, but with checks and balances. The roman model, which came from crete and sparta, was what they drew on to create their constitution. In the house of representatives, they had to be re elected every two years.
