Industrialization Happens in Chile, Right?

In the 19 thirties, there's an urban plan that get develop for santiago. The idea is to move a lot of the industry that has sprung up in those intervening years from the early twentieth century. They want it out of the centre of the city and further on the periphery. And so what i'm interested in then is to know how did the creation of these specific sector of the city as industrial zones give rise to an urban culture which will then manifest itself in a very revolutiionary moment once aenda comes to power.
